Introduction
NASA’s 2023 independent UAP study and the Pentagon’s All-domain Anomaly Resolution Office (AARO) reviews are often discussed together, but they were designed to answer different questions. NASA approached unidentified anomalous phenomena (UAP) as a scientific data problem: what observations exist, how reliable are they, and what new data would be needed to reach defensible conclusions. AARO approached UAP as a defence, intelligence and security problem: what incidents have been reported, whether they pose operational risks, and whether evidence supports claims of secret recovered technologies or extraordinary craft. Despite their different missions, both efforts reached a notably similar bottom line. Neither found evidence supporting extraterrestrial technology, and both argued that the largest obstacle to understanding many UAP cases is the quality and completeness of the available data. Within the broader discussion of government interest in UFOs, alleged antigravity research, and claims of hidden programmes, the comparison is important because it shows how two major public investigations examined the subject from different institutional perspectives while converging on a cautious, evidence-driven position.
NASA’s Scientific Data-Quality Problem
NASA’s Independent Study Team was established in 2022 to examine how scientific methods and publicly available data could contribute to understanding UAP. Unlike military investigations, the study was not tasked with determining threats, assigning intelligence significance, or reviewing classified programmes. Instead, it focused on the practical question of how better observations could be collected and analysed. [NASA Science]science.nasa.govNASA ScienceUAPJun 9, 2022 — The UAP Independent Study shall report on the following questions: What types of scientific data currently c…
The team concluded that most publicly available UAP reports suffer from significant limitations:
- Insufficient sensor coverage.
- Incomplete metadata.
- Poor calibration of cameras and instruments.
- Lack of standardised reporting.
- Difficulty distinguishing genuine anomalies from sensor artefacts or ordinary objects. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
Rather than presenting a catalogue of unexplained mysteries, NASA concentrated on improving future evidence collection. The report recommended using advanced Earth-observing systems, machine-learning tools, improved data integration, and broader scientific participation. It also argued that social stigma around reporting unusual observations can reduce data quality by discouraging witnesses from coming forward. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
One of the report’s most cited conclusions was that there is no conclusive evidence in the peer-reviewed scientific literature that UAP are of extraterrestrial origin. The study treated extraordinary explanations as hypotheses requiring extraordinary evidence rather than as default assumptions. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
In effect, NASA’s study was less concerned with explaining every past sighting than with creating a framework capable of producing scientifically useful observations in the future.
AARO’s Defence and Intelligence Problem
AARO’s mandate is substantially different. Created within the U.S. Department of Defense, it serves as the central office for collecting, analysing and reporting UAP incidents across military and government systems. Its concern is not primarily whether a phenomenon is scientifically interesting but whether it represents a security, intelligence, aviation-safety or operational issue. Because of this mission, AARO works with military reporting channels, intelligence information, classified sensor systems and historical government records. Its annual reviews and historical reports examine incidents reported by pilots, military personnel and surveillance systems, along with long-running claims about secret recovery and reverse-engineering programmes. AARO’s 2024 Historical Record Report reviewed decades of government investigations and archival material. The office reported finding no evidence that any official U.S. government investigation, academic review or government-sponsored programme had confirmed extraterrestrial technology. It also reported finding no evidence supporting allegations that the government or contractors possessed recovered off-world technology for reverse-engineering purposes. The office’s annual reporting likewise emphasises that unresolved cases should not automatically be interpreted as extraordinary. Many reports remain unresolved because critical information is missing, because sensors captured insufficient data, or because investigators cannot confidently distinguish among several ordinary explanations. AARO has repeatedly stated that many unresolved cases could likely be resolved if higher-quality information were available. This perspective places AARO closer to intelligence analysis than to speculative investigation. An unidentified object is treated as an unresolved reporting problem rather than proof of advanced propulsion, antigravity technology or non-human origin.
Where Their Approaches Diverged
The contrast between NASA and AARO is easiest to understand by looking at the questions each organisation was trying to answer.
NASA asked:
- What scientific data exist? [science.nasa.gov]science.nasa.govNASA ScienceUAPJun 9, 2022 — The UAP Independent Study shall report on the following questions: What types of scientific data currently c…
- How reliable are those data?
- What new observations should be collected?
- How can uncertainty be reduced through better methodology? [NASA Science]science.nasa.govNASA ScienceUAPJun 9, 2022 — The UAP Independent Study shall report on the following questions: What types of scientific data currently c…
AARO asked:
- What incidents have been reported to the government?
- Do any represent a national-security concern?
- Are there hidden government programmes related to alleged recovered technologies?
- What can be established from defence and intelligence records? [aaro.mil]aaro.milAARO HomeOur team of experts leads the U.S. government's efforts to address Unidentified Anomalous Phenomena (UAP) using a rigorous scien…
This distinction explains why NASA devoted significant attention to sensor calibration, data standards and future research infrastructure, while AARO devoted substantial effort to case reviews, archival investigations and evaluating claims made by witnesses, former officials and programme participants. [NASA Science]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
The two reports therefore should not be read as competing explanations of the same dataset. They examined different bodies of evidence and operated under different institutional responsibilities.
Where Both Reports Caution Against Overclaiming
Despite their differing missions, NASA and AARO converged on several important points.
First, neither organisation concluded that available evidence demonstrates extraterrestrial technology. NASA found no scientific evidence supporting such a conclusion, while AARO found no supporting evidence in the historical government record it reviewed. NASA Science+2U.S. Department of War [science.nasa.gov]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
Second, both organisations highlighted the central problem of inadequate data. NASA described poor-quality observations as a major obstacle to scientific analysis. AARO similarly noted that unresolved cases often remain unresolved because necessary information is absent or incomplete. NASA Science+2U.S. Department of War [science.nasa.gov]science.nasa.govNASA ScienceIndependent Study Team ReportTo date, in the peer-reviewed scientific literature, there is no conclusive evidence suggesting…
Third, both stressed that an unidentified case is not the same thing as an extraordinary case. An event may remain unidentified simply because investigators lack sufficient information to reach a confident conclusion. That distinction is crucial in debates surrounding alleged antigravity research, recovered craft narratives and claims that scientists or researchers were silenced to protect hidden technological secrets. Neither report presented evidence supporting those broader claims. What the Comparison Means for Claims About Hidden Technologies
Within discussions of UFO-related secrecy and alleged advanced propulsion programmes, NASA’s study and AARO’s records reviews are notable because they represent two of the most visible official examinations of the topic in recent years. Yet both reports ultimately shifted attention away from extraordinary conclusions and toward evidentiary limitations.
NASA argued that the scientific challenge is obtaining better observations. AARO argued that many historical and contemporary claims fail to meet evidentiary standards when tested against available records. Together, they illustrate a common theme: uncertainty is not evidence of exotic technology. Unresolved reports may justify further investigation, but both institutions concluded that stronger claims require stronger data than currently available.
