This does not automatically disprove every allegation of retaliation against whistleblowers. However, it changes the evidential burden. How Secrecy and Circular Reporting Amplify Rumours

Where Whistleblower Allegations Remain Unsettled
The existence of AARO’s conclusions does not eliminate all unresolved questions.
Former intelligence officer David Grusch testified to Congress in 2023 that he had been informed of a long-running crash-retrieval and reverse-engineering effort and that he experienced retaliation connected to his attempts to report concerns through official channels. AARO’s historical review does not prove that every whistleblower allegation is false. What it does provide is a documented challenge to the foundational assumption that a hidden reverse-engineering programme has already been established as fact.
